Closing the 19” case
In all probability, the Parker screws are that sharp that they cut away the paint and ensure enough contact for grounding and shielding (at least for audio purposes). After closing the 19" it's recommendable to perform a ground connection check with an ordinary multimeter between the ground pin of the power connector and top/bottom plate.
If unsure connect a grounding strip between the housing and top/bottom plate:
